Kieran has headed up the Electric Vehicle Infrastructure team at Brighton & Hove Council since November 2023. A new team, funded by central government, focused on expanding the city’s EV charging network. With close to 500 chargepoints, Brighton and Hove is the best connected city outside of London, with 83% of residents who have no access to off-street parking within a 5 minute walk of a chargepoint.

He started his career at Westminster City Council in the parking team in 1994. He was accountable for managing the largest parking operation in Europe with contracts worth in excess of £28m annually and generating revenues in excess of £70m. Kieran’s micro and macro experience across parking, procurement and technology, as well as policy, saw him promoted to Head of Service Improvement and Transformation in 2014 to work across the City Management directorate.

The work that Kieran delivered for the Parking Service was at the forefront of advancing new concepts and ways of working to make parking in the heart of London easier and fairer for all road users, with the aim of improving the experience, cutting congestion and reducing journey times.

Innovation is what drew Kieran to AppyWay, a UK tech mobility start-up, digitally mapping streets to enable cities to better manage the kerbside and provide a frictionless parking experience for users. Kieran joined AppyWay in 2018 following a move to Australia, as their Regional Director for Asia-Pacific, before embarking on a career sabbatical in 2021 as the owner of a restaurant and bar in Sydney. Returning to the UK in 2023, Kieran was keen to work locally and in a related field. Having kick started his passion for EVs at Westminster, the opportunity to continue this journey at Brighton & Hove was the perfect fit.

In addition to his work at Westminster, Kieran chaired the Department for Transport’s Smarter Parking Forum, having worked with the DfT on a number of ITS projects, and has been actively involved with the British Parking Association, including the common data standards initiative, as well as Parking Australia. Kieran continues to maintain an interest in transportation, particularly e-mobility, and has undertook a number of consultancy roles for Councils and local and federal government representatives whilst in Australia.
